Jocelyn Blouin was born in July 1959 in Ottawa. His family moved to Quebec City at his early age. Later on, he studied anthropology. However, he has always had a passion for images - passion reflected in his drawing, photography and, especially, oil paintings.

His paintings were exhibited for the first time in 1981 at Laval University in Quebec City. His next exposure comes nearly twenty years later, when he exhibited on the walls of the L'Autre Caserne. He then drew the attention of an art critic from the daily newspaper, Le Soleil. Few years later, his paintings could be found in many art galleries and collections.
